Requirements:
Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday.
This position is required to work from the office and follow the office hours schedule.

Description:
Serves in the South Region’s finance and budget office as Purchasing Agent III and shared administrative support. The Purchasing Agent III position is a dynamic and critical position to South Regional Operations with multi-functional responsibilities in the Office of Executive Director of The Florida Fish and Wildlife Conservation Commission (FWC). This position works out of the South Regional Office at 835 Northlake Blvd., West Palm Beach, FL 33412.

Overview:
Courteously assists Commission constituents to resolve questions or problems they may have in matters relating to the Commission, its programs or fish and wildlife conservation in general. Seeks to garner public support for agency objectives and programs by serving Florida’s citizens in a positive and pro-active manner.
The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent Fish and Wildlife Conservation Commission (FWC) point-of-view.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.
Duties and Responsibilities:
Monthly, Utility and Purchase Order Payments- Provides information, guidance, and support to Regional program staff in processing all procurement and utility invoices.
- Receives and prepares vendor invoices for Business Manager to submit in My Florida Market Place/Ariba on Demand (MFMP/AOD) in a timely manner. Maintains all Regional Operations invoice documentation in an electronic file format, following established standards for file naming.
- Processes, receives and reconciles in a timely manner utility and other specific invoices in the Invoice Tracking System.
- Maintains knowledge of current fiscal year’s Section 215.422, F.S.; 691-24, F.A.C.; 691-40, F.A.C; Department of Financial Services Guide for State Expenditures and FWC invoice-processing procedures and timelines, and confers with the headquarters accounting office disbursement staff on payment issues.
- Assists/obtains required telephone or written quotes for Regional Operations purchases - requestor will provide scope of work or specifications.
- Works with headquarters finance and budget office purchasing staff on procurement issues.
- Ensures no interruption of services, with invoices being promptly processed through the Invoice Tracking System.
- Maintains knowledge of State and Commission procurement guidelines.
- Assists customers and regional program staff with research and reporting of prior invoices and payments.
Statewide Travel Management System (STMS) Provides information, guidance, and support to Regional program staff for travel.
- Serves as Regional travel expert for all divisions.
- Acts as travel liaison/travel preparer for Regional Operations.
- Provides information, guidance, and support to regional program staff pertaining to travel authorizations/reimbursements and ensures accurate and timely processing of reimbursement requests of same.
Outreach Liason
- Fields, manages, and coordinates outreach requests, via phone and email, with FWC field staff and members of the public.
- Stocks and maintains supplies, regulations, and outreach materials, including but not limited to division specific items.
- Prepares and gathers outreach materials as requested.
- Facilitates outreach requests with Regional Public Information Director.
- Coordinates FWC attendance for outreach events and closes out event status.
Administrative Support and Continued Professional Development
- Provides reception coverage for South Regional Office in the absence of Regional Office Manager.
- Performs administrative tasks, including PCard purchases; reviewing of Works transactions as requested by F&B personnel; creating courier shipping labels; tracking packages delivered to the South Region office and notifying recipients in the absence of the Regional Office Manager; requesting certificates of insurance from vendors; and assisting with contract file maintenance.
- Works independently by taking personal responsibility for completing individual/work group objectives, meeting challenges, assisting peers as needed, and learning/using new software.
- Answers purchasing rule related questions in the absence of the regional Business Manager for all purchases less than $35K. Seeks information from Regional Business Manager or Tallahassee Purchasing personnel, when necessary.
- Identifies issues which may arise within the regional finance and budget areas and assists in finding solutions.
- Seeks opportunities for personal improvement through relevant job-related training.
- Acts as focal point for South Region askFWC requests.
- Works as a team player within the regional finance and budget program by supporting regional colleagues and assisting with additional assignments.
- Performs other duties as assigned.
