The Work You Will Do:

Resident Final Estimates Manager - District 4 / Director of Operations / District Construction / West Palm Beach Construction

 

Manage the Final Estimates Office and ensure calculations and/or field measurements for pay quantities are complete, mathematically correct and are substantiated by field records. Update contracts with equipment and personnel.  Establish that quantities are summarized, and area computer outputs and cross sections verified and coordinate bound.  Verify final plans reflect revised pay items. With information from Project Administrators, oversee the processing of project payments to contractors. Oversee the processing of final estimates to update quantities as well as the offering of final payment. Perform and oversee on-site field reviews on project sites for all active construction projects. Submit certification of materials to the District Materials Office upon completion of projects after research into Materials Acceptance and Certification. Interpret plans and specifications, recognizing and correcting design errors. Conduct reviews for all Supplemental Agreements and Time Extensions.

Annual Salary Range:

$59,528.34  - $ 77,036.67

 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

Manages the Final Estimates Office at the Palm Beach Operations Office and ensures that all calculations and/or field measurements for pay quantities are complete, mathematically correct and are substantiated by field records (Tally Sheets, Field Books, Plan Dimensions) or other forms of acceptable site records utilizing risk-based statistics for all projects in the cost center. Updates contract authority, adds equipment and personnel lists to contracts.


Reviews and establishes that quantities are summarized, area computer outputs and cross sections are verified and coordinate bound. Verifies that the final quantities have been correctly transferred to the final estimate form. Determines that placement of various pay items appear reasonable when correlated with limits of other pay items in the vicinity. Verifies that the final plans reflect the revised pay items.


Utilizes information developed by Project Administrators, oversees processing of monthly and progress project payments to contractors including back checking for quality assurances and problem-solving errors and non-payment notices as needed.


Oversees processing of final estimates to update quantities to match the Plan Summary Sheets and Estimated Quantities Reports, before final estimate package is forwarded to District Construction Final Estimates Office. Oversees offering of final payment and advising contractors of tentative quantities.


Performs and oversees on-site field reviews on project sites for all active construction projects to assist project personnel in preparing and obtaining procedurally, correct records and documentation for final pay records. Conducts "Kick-Off" meeting to keep staff abreast of pay items and any unique aspects of the upcoming project.

Oversees processing of material certification submittals to District Materials Office upon completion of projects. This includes research into Materials Acceptance and Certification (MAC) system for missing, incomplete or failing test results.


Oversees preparation of the Final Estimate Package for each assigned project and ensures the Final Estimate is prepared in compliance with the Basis of Estimates Manual, Construction Projection Administration Manual, Review and Administration Manual (RAM), contract specifications and other related documents.


Interprets plans and specifications, recognizing and correcting design errors and/or omissions, identify, analyze, document and negotiate contract changes and contract claims. Performs technical functions such as: attending training seminars, researching policy, procedures and directives, Standard Plans, and Specifications. Review and comment on proposed design and specification changes.

 

Performs a complete and comprehensive review for all Supplemental Agreements and Time Extensions for review by higher level staff.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Florida Department of Transportation (FDOT) Construction Project Administration Manual (CPAM).
  • Roadway and asphalt construction.
  • FDOT standard specifications for roadway and asphalt construction.

 

Skills in:

  • Using word processing and spreadsheet programs.

 

Ability to:

  • Communicate effectively orally and in writing. 
  • Read and interpret construction plans and contracts. 
  • Read and interpret Standard Plans.
  • Organize, plan and conduct various meetings.  
  • Establish and maintain effective working relationships.
  • Carry out complex mathematical computations. 

 

Minimum Qualifications:

A high school diploma or its equivalent and two years minimum experience in contracts administration or technical or high-level engineering. Two years’ experience in a related field can substitute for the high school diploma.
