MINIMUM REQUIREMENTS:
 

A bachelor's degree from an accredited college or university; or
 

Six (6) months of experience as an Environmental Specialist I or higher with the State of Florida; or
 

One (1) year of experience in environmental protection, regulation, or health; one of the physical or natural sciences; agriculture; or engineering.
 

Requires possession of a valid Class E driver license.

This position has regulatory responsibilities and is subject to the provisions of s. 112.313, Florida Statutes, and Section 60L-36.003, Florida Career Service Rules and Regulations. 
 

Occasional travel, including overnight and sometimes up to two weeks at a time on an emergency program, is required.

JOB DUTIES:
 

GENERAL STATEMENT: This a professional field inspection position responsible for the inspection and certification of registered nurseries subject to regulation under the Citrus Health Response program.
 

Inspection Activities:  Conducts citrus plant pest, disease, nematode and nursery structure inspections within an assigned area of registered propagating nursery locations in the state of Florida.  Responsible for the detection, collection, and submission of samples to the appropriate bureau for identification.  Responsible for the inspection of structures used to house citrus plants.  Identifies all holes, gaps, rips, tears, and breeches of said structures and records on daily inspection form.  Ensures that all inspections meet the requirements of Florida Rule 5B-62.
 

Citrus Nursery Registration:  Ensures that citrus nurseries located within an assigned area are properly registered with the department, and that plant material offered for sale meets the requirements of the Florida Rule 5B- 62.  Conducts yearly citrus inventory to calculate annual registration fee.
 

Regulatory Activities:  Initiates all appropriate regulatory action based upon field diagnosis.  Issues all stop sale, hold orders, destruction agreements and official releases for all quarantined citrus plant products.  Ensures that all daily inspection reports are completed properly after inspection is completed.  Responsible for ensuring that all said paperwork is mailed, scanned, delivered to all parties involved and file is maintained by assigned inspector.  Advises nursery owners and growers of rules and policies affecting their participation in the Budwood Registration Program.
 

Source Trees:  Witnesses scion tree movements of registered nursery trees to scion block plantings, properly identifying the trees from nursery records and making permanent records of the movement.  Makes proper tree and location maps of said plantings.  Collects pathogen testing samples from program source trees and other trees as needed.  Coordinates or assists in the preparation of collection sheets, sample bags and labels prior to visiting nurseries.  Reviews records of registered nursery propagations submitted to the bureau by nursery owners verifying identity and correctness in the nursery to protect program identity.
 

Public Relations:  Attends meetings, workshops and expositions directly related to citrus and any other activities concerning the department.
 

Export Certification:  Issues state and/or federal documents appropriate to the requirements of other states, possessions, and countries.  Verifies import permits to determine the requirements of the importing country.  Witnesses any required treatments.
 

Related Work:  Responsible for performing other related work duties as assigned by supervisor.
 

Emergency Programs:  May be occasionally asked to voluntarily participate on special/emergency programs which may require overtime work and/or overnight travel.

  • Ability to lift and transport up to 25-pound objects.
  • Ability to work in extreme hot and cold temperatures.
  • Ability to conduct inspections in natural and cultivated areas with uneven ground.
