MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and one (1) year of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or
A master’s degree from an accredited college or university; or
Two (2) years of experience as an Environmental Specialist I or higher with the State of Florida; or
Two and a half (2.5) years of experience as described above.
EDUCATIONAL NOTE: Graduates utilizing education attained in the United States to meet the minimum requirements of a position will not be appointed until verification of the applicable degree has been obtained. Foreign trained graduates utilizing a degree attained outside of the United States to meet the minimum requirements of a position must be prepared to provide a copy of a credential evaluation conducted by an Approved Credential Evaluation Agency. ADDITIONAL REQUIREMENTS:
Must be able to obtain a Class A CDL license and Restricted-Use Pesticide License within six months of initial employment and maintain licensure thereafter.
Must be clean-shaven during fitting and use of appropriate respirator and/or self-contained breathing apparatus (SCBA) and must pass post-employment physical examinations to determine medical fitness for respirator and/or SCBA use.
This position has regulatory responsibilities and is subject to the provisions of s. 112.313, Florida Statutes, and Section 60L-36.003, Florida Administrative Code.
Occasional travel, including overnight and sometimes up to two weeks at a time on an emergency program, is required.

JOB DUTIES:
GENERAL STATEMENT: This position is responsible for supervising, assigning, planning and directing the daily activities of a PEC Citrus Health Response Field Station.
The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates. In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
Manages and oversees all aspects of an assigned office (i.e., Administration, Regulatory and Grove survey).
Compiles and reviews necessary administrative reports ensuring accuracy and punctuality. Researches and recommends measures to improve productivity. Organizes office workload to maintain high efficiency. Assists and arranges training and orientation of new employees. Assists in selection process of new employees. Initiates disciplinary action when appropriate following consultation with direct supervisor.
Investigates and resolves problems and complaints that arise in assigned area. Institutes quality control measures to verify procedures are followed. Compiles and reviews necessary reports on all activities ensuring punctuality and accuracy. Promotes safety and ensures that all safety regulations and other procedures are followed.
Assists subordinates with vehicle and office maintenance needs. Conducts and oversees safety training for all vehicles and equipment. Maintains all office and personal inventories.
Gives presentations to industry and general public on program activities.
Performs related work as directed by program director.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Broad knowledge of pests and diseases.
- Knowledge of techniques used in inspecting plants or other agricultural products.
- Knowledge of applicable division, agency, State and Federal rules and regulations.
- Skill in computer basics to include Microsoft Office Suite, and Esri applications.
- Skill in conflict resolution.
- Ability to recognize prohibited or regulated diseases and pests and take sample specimens for diagnostic purposes.
- Ability to motivate, train, and direct staff.
- Ability to solve problems and make decisions.
- Ability to interpret rules and regulations.
- Ability to compile, organize, analyze data, and assign work to ensure completion.
- Ability to organize multiple tasks simultaneously and determine work priorities.
- Ability to establish and maintain effective working relationships with other in a professional and courteous manner.
- Ability to operate specialized vehicles and detection and control equipment.
- Ability to make accurate, complete oral and written reports and maintain records.
- Ability to lift and transport up to 25-pound objects.
- Ability to work in hot, wet, cold and/or humid weather.
- Ability to conduct inspections in natural and cultivated areas with uneven ground.
