Your Specific Responsibilities:
In accordance with Section 447.203(5), Florida Statutes, the duties of this position are confidential relative to personnel, purchasing, budget and fiscal matters.
This is a supervisory professional position working independently to provide technical and administrative assistance, processing, documentation, data analysis, research and consultation for operational programs and Department of Commerce (Commerce) Human Resource issues for the Local Workforce Development Board (LWDB) of Northeast Florida. The incumbent performs work in support of the local board goals and in compliance with grants Commerce policies, procedures, and guidance.
Duties include:
• Works closely with management and staff to identify operational challenges. Recommends solutions to improve efficiency, service delivery, and program outcomes.
• Develops, reviews, and updates operational forms and reporting tools. Analyzes workflows and procedures to identify areas of improvement. Implements best practices and innovative solutions to enhance service delivery.
• Reviews, analyzes, and creates reports for career centers to support informed decisions that improve job seeker services and operational processes.
• Oversees and coordinates community services and programs within local career centers to ensure integrated service delivery with community partners, customer satisfaction and outcomes. Provides assistance and supervision of programs and services provided in local career centers.
• Acts as the local emergency assistance coordinator to ensure the continuation of career services during local, state or federal disasters. Develops and disseminates emergency preparedness and response tools and maintains updated information on the internal SharePoint page.
• Assist with career center certifications and continuous improvement model.
• Oversees administration of all human resource activities involving Commerce staff.
• Receives, disseminates, trains and facilitates the implementation and processing of all administrative directives from Commerce regarding human resource matters, including time and attendance processing, training, hiring, terminations, performance appraisals, leave requests, promotions, demotions, reclassifications, pay changes, disciplinary actions and reductions in force and updates to policies and procedures.
• Prepares documents for requests and recommendations involving Commerce staff and/or positions, as requested by the workforce board and forwards to the appropriate Commerce Office(s).
• Works on special assignments and management projects and serves on committees.
Required Knowledge, Skills, and Abilities:
• Knowledge of policies and practices involved in personnel/human resource functions.
• Knowledge of the methods of data collection and analysis.
• Knowledge of budgeting principles.
• Knowledge of basic management principles and practices.
• Knowledge of staffing and hiring practices.
• Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
• Ability to organize data into logical format for presentation in reports, documents and other written materials.
• Ability to conduct fact-finding research.
• Ability to utilize problem-solving techniques.
• Ability to plan, organize and coordinate work assignments.
• Ability to communicate effectively.
• Ability to establish and maintain effective working relationships with others.
• Computer application skills; working knowledge/experience using Microsoft applications.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
• Must become certified as a Workforce Development Professional (Tier 1) and complete FL WINS Cross Training within 60 days of appointment
• Required to travel locally and must provide own transportation.
Preferred:
• Preference will be given to those applicants with a bachelor’s degree from an accredited college or university.
• In addition, 2 years of work experience in areas related to administration and/or Human Resource.
• Professional or nonprofessional experience in areas related to administration and/or Human Resource may substitute on a year-for-year basis for the preferred college education.
Pay:
$65,000.00 annually.
