Your Specific Responsibilities:

This position requires a high degree of knowledge in Emergency Management principles and concepts.  A working knowledge of the National Response Framework for both Stafford Act and non-Stafford Act responses and how they relate to federal, state, regional, and local response is recommended.  This position also requires a working knowledge of Weapons of Mass Destruction (WMD) employment and both the physiological and psychosocial effects of acts of terrorism involving WMDs. Serves as the principal advisor to the CHD Administrator/Director and Leadership Team on matters relating to emergency preparedness. As needed completes the Homeland Security Exercise and Evaluation Program (HSEEP) After Action Report (AAR).

  • Develop budget and manage procurement of equipment, supplies and services required for planning and implementation of emergency or disaster event.  Serves as Planning Section Chief as well as Logistics Chief as needed.
  • Assesses CHD needs regarding all hazard’s disaster response training.  The position understands the Five Mission Areas of Emergency Management. 
  • Develops and presents training programs related to terrorism awareness, response to epidemiological outbreaks, internal disaster issues, Incident Command and National Incident Management System programs, and others as directed.
  • Serves as the lead Public Information Officer (PIO) while working with the department’s subject matter experts.
  • Participates in public and private sector meetings to develop comprehensive local, regional, state, and federal public health system response plans. Coordinates with the Regional staff to define roles, responsibilities and standard operating procedures in augmenting County Health Department or Incident Command Staff in a Public Health response event.
  • Coordinates activities within Emergency Support Function (ESF)-8 during activations of the County Emergency Operations Center including annual drills and exercises.  Primary CHD resource during activation for man-made and natural disasters.  Duties include hauling large trailers and setting up shelters, PODS, POCS, etc.
  • Directs and coordinates emergency planning functions for Nassau County Health Department.  Develops and maintains Project Public Health Ready” for each agency.  Work with State, Federal, or professional organizations. 
  • As needed assists the Nassau County Emergency Management’s with their Medical Reserve Corp. 
  • Serves as Nassau County Health Department’s Safety Coordinator.  Works with Building Managers as such:
  • Schedules and chairs Risk management meetings.  Prepares and distributes minutes
  • Coordinates with County Facility Department to ensure semi-annual internal facility inspections are conducted
  • Coordinates with County Facility Department to ensure semi-annual office fire drills are conducted
  • Develops and posts facility evacuation routes and procedures to follow in the event of an emergency
  • Conducts and submits annual evaluation survey
  • Conducts or ensures staff receives new employee and annual safety training
  • Communicates engineering controls for workplace safety
  • Prepares reports on corrective action plans on accidents or incidents
  • Reviews monthly worker compensation reports
  • Attends required trainings to remain current
  • Ensures compliance with DOH policy 250-15-07 (Safety & Loss Prevention Program)
  • Fit Tester for N-95 masks
  • Serves as Primary Everbridge Manager and custodian of the Nassau County DOH Recall Roster.
  • Performs other duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Microsoft Office Suite (Word, Excel, PowerPoint, Publisher, and Access).

Qualifications:

 

Minimum-

  • Proficient experience with Microsoft Office 365 Applications.
  • Experience analyzing data and preparing reports for internal and external stakeholders
  • Experience with public speaking and presentation planning.
  • Bachelor’s degree in public health, Emergency Management, or other health related degree and/or equivalent.
  • 1-3 years professional experience in Emergency Management, Public Health Preparedness, Continuity of Operations, and/or Disaster Management.
  • WORKING HOURS: (A) Daily from 8:00 a.m. to 5:00 p.m. (B) Total Hours in work week 40.
  • Emergency duty required of the incumbent includes working in special needs shelter, Emergency Support Function 8 performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Incumbent must possess a valid Florida Driver License and have a reliable motor vehicle to carry out duties.

Preferred-

  • Extensive professional experience 5+ years in emergency management, public health preparedness, disaster planning, or related fields.
  • FEMA Course (e.g. ICS-100, ICS-200, ICS-300, ISC 700 and ISC-800) Emergency Management Institute certifications.
  • Experience with community outreach and engagement, particularly in the context of disaster preparedness.
