Agricultural Law Enforcement Lieutenant Duties:

 

The incumbent in this position is responsible for directing the daily activities of Law Enforcement Investigations under his/her supervision. The incumbent is also responsible for the operation and management of criminal investigations as assigned. The supervision of others in the enforcement, prevention and suppression of criminal and regulatory violations relating to responsibilities under Chapter 570, Florida Statutes, is a unique, highly technical and specialized field of law enforcement requiring independent professional judgment. Activities include, but are not limited to, the supervision of agricultural, horticultural, livestock laws, state lands/forests, and any criminal matter as specified in Section 570.65, Florida Statutes, any regulatory activities authorized by the Florida Administrative Code relating to law enforcement functions of the Department of Agriculture and Consumer Services, and any other related work required.

 

The incumbent is responsible for the supervision of those employees assigned as directed and ensuring the proper timely disposition of all violations and required reports. The incumbent notifies supervisor(s) of any significant occurrences which affect operations. The incumbent may be subject to periodic on call status based on operational necessity.

 

Each Law Enforcement Lieutenant shall meet the qualifications of law enforcement officers established by Chapter 943, Florida Statutes. Each Law Enforcement Lieutenant is subject to and has the same arrest, jurisdiction (as specified in Section 570.65, Florida Statutes), and other authority as provided for state law enforcement officers in Chapter 901, Florida Statutes. Each Law Enforcement Lieutenant has the same right and authority to carry arms as do the sheriffs of this state.

 

Organizes, plans, coordinates, directs and supervises activities of Law Enforcement Investigator Is and IIs to ensure that departmental goals are obtained and violations relative to Chapter 570, Florida Statutes, are enforced.

 

Completes and presents Review and Performance Planning to Law Enforcement Investigator I's and II's under his/her supervision.

 

Resolves personnel matters and initiates disciplinary action when required.

 

Assists supervisor in developing, organizing and implementing policies and procedures as directed.

 

Oversees and ensures proper disposition of all violations which are found by Law Enforcement Investigator I's and II's under his/her supervision.

 

Initiates and processes correspondence and other required reports pertaining to both personnel and status and disposition of criminal investigations, including accounting for all equipment, supplies and expenditures.

 

Conducts regular meetings with personnel to review changes in statutes, rules, policies and procedures.

 

Assists with or supervises Law Enforcement Investigator I's and II's and Law Enforcement Officers during special assignments or natural disasters and emergency operations.

 

Coordinates activities as directed with state and federal agencies, other divisions within the department, federal, state and local law enforcement agencies and other related entities.

 

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

 

Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

 

Minimum Qualifications:

  • Four (4) years of full time sworn law enforcement or sworn investigative experience.  College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours per year for a maximum of one (1) year of the required experience.
  • Incumbent must demonstrate proficiency with Walther 9 mm pistol. 
  • Must possess active Florida law enforcement certificate in compliance with Florida Statute 943 or have passed the State Officer Certification Exam (SOCE) prior to date of hire.
  • Must be a United States Citizen.
  • Must be a High School graduate or possess a GED
  • Must be 19 years of age or older.
  • Must have a valid driver’s license with no more than four moving traffic violations within the past three years.
  • Have not been convicted of driving a vehicle or operating a vessel under the influence of alcohol or a controlled substance within the past five years.
  • Have not used cannabis illegally within the last two years.
  • Have not used any illegal controlled substance, other than cannabis, within the last five years.
  • Have not refused to submit to a breath/blood/urine test within the last five years.
  • Have not been convicted of any felony or any misdemeanor involving perjury or a false statement.
  • Have not been dishonorably discharged from any of the Armed Forces of the United States of America.
  • Have good moral character.


 

Preference Will Be Given To:

  • Individuals with 2 or more years of investigative experience.
  • Individuals with supervisory experience

 

Knowledge, Skills and Abilities:

 

  • Ability to utilize problem solving techniques.

The OALE selection process takes approximately two to three months to complete.  Steps to complete the selection process include, but are not limited to:
