WORKING TITLE: SYSTEMS PROGRAMMER II
This open competitive advertisement is for a Career Service position located at Central Office in Tallahassee, FL in the Office of Information Technology.
The mission of the Office of Information Technology (OIT) in the Florida Department of Corrections (FDC) is to provide innovative, reliable, and secure technology solutions that support the Department's operations and strategic goals.
This position is not a telework position and is required to report to the FDC office in the area it serves.
JOB DUTIES:
- Access Request Management: Process onboarding, access modifications, and account terminations through the in-house Security Access Request (SAR) system for Azure AD, Exchange, Active Directory, and custom in-house applications.
- Queue Monitoring: Oversee and manage 33 routing group queues daily within the SAR system, ensuring timely and accurate processing of access requests.
- Mainframe Account Administration: Create, modify, and terminate accounts in the Offender Based Information System (OBIS) Mainframe, including profile updates and audit support for FDC, FCOR, and external agencies.
- Role-Based Access Control: Assign and manage role-based access for FDC and FCOR personnel using Application Security Manager (ASM) platforms, ensuring compliance with job responsibilities and segregation-of-duties standards.
- Provisioning Support: Support automated and semi-automated provisioning processes using SailPoint and Azure AD, while collaborating with application and data owners to define and validate access roles.
- Issue Resolution: Troubleshoot and resolve access issues, including provisioning errors and role conflicts, by coordinating with technical teams and ensuring policy enforcement.
- Audit and Compliance: Maintain detailed records of provisioning activities, support internal audits, and provide access history and evidence for periodic access reviews.
- User Support and Communication: Respond promptly to user inquiries via email, phone, and ticket queues, assist with access corrections through ServiceNow, and maintain effective communication with coworkers and management
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of automated/semi-automated identity provisioning tools (e.g., SailPoint, ServiceNow, FDC ASM, FCOR ASM, FDC SAR).
- Knowledge of IT service management (ITSM) systems, such as ServiceNow, for request tracking, documentation, and workflow approvals.
- Knowledge of access provisioning tools and techniques, including both manual and automated processes.
- Knowledge of account lifecycle management, including onboarding, role changes, offboarding, and periodic reviews.
- Ability to process information logically.
- Ability to analyze user access needs and determine appropriate role assignments based on business requirements and security protocols.
- Ability to work independently and collaboratively in a fast-paced environment.
- Ability to document processes and provide accurate records of access provisioning and account management activities.
- Ability to communicate effectively with end users, technical teams, and management to facilitate accurate and timely access management.
- Ability to manage and monitor large volumes of access requests across multiple routing groups and systems.
- Ability to establish and maintain effective working relationships with others.

REQUIREMENTS:

PREFERRED QUALIFICATIONS:
- Experience in Active Directory.
- Experience with IT ServiceNow Management or related systems.
- Experience in creating technical documentation.

BACKGROUND SCREENING REQUIREMENT
